I don't know that much of hayate. I really think hayabusa should be stronger than him, since he has shown alot of power AND has mastered some powerfull jutsu's?

I do believe Hayate is stronger than that. Many forget that he wasn't a failed expirement. Lisa just labeled him that so she could later use him to destroy DOATEC. And as far as his loss to Raidou, even Ryu wasn't strong enough at that point in time to defeat him. It seems they all upped thier training from that point on. Obviously Kasumi got a head start on them as she? was so mad that "her Hayate" was nearly killed.
