I take it you have wiped the HDD and re-installed the OS? Assuming you have, it is most likely bad capacitors on the logic board which is very common with eMacs; have a peek through the access door underneath and see if any capacitors are buldging near the RAM slots. Pretty easy and cheap to fix if you can use a soldering iron.

the part where the apple doesn't show up srry its because it's trying to load from CD cause when i have it in install setup it usally doesn't shut soooo
